You define three trigger for this - the one in your pic having the popup question is one. Then have two more as yes/no choices being inactive at start - they get activated when you make the actual choice in the game.
These are needed to actually have something happening when selecting yes or no.
So for example you make a dialogue like "do you want to get free stuff?"
You then make a yes trigger and you put it into the "Yes" button in your pic (cycling through available triggers). Then do another trigger for no and cycle it into the no position.
Anything that works in other triggers works here too, so if your yes trigger has a spawnunit or add spec point effect this is what it will occur when selecting yes.

Thanks for the answer, bebro. The trigger section of the editor isn't well explained, that's why i'm asking the forum!

The dialog pop up is also great to just remind the person playing the scenario of something you want to remind them of without doing something like the picture pop up thing where you moreless need to provide a picture with the dialog pop up you can simply leave yes and no to none but in the text part you tell them something you want them to know - for example I reminded the player that they can upgrade their AA to an Anti Tank AA and because I knew being the designer they were going to encounter a lot of tanks and because upgrading did not require any more landcp only resources which as the designer I knew they should have ample I suggested this on order to give the player a more enjoyable playing experience, but, then you probably have already thought of using this pop up type in this fashion ..
