Slitherine

Nestus is showing as +10 Infrastructure a turn and the salt mine (60 builds) should take 6 turns to build. Instead the last 2 turns I received 6 points instead of 20 and its showing 27 turns to build. WTF! My leader is not the issue and I can't sort out the problem, weather is fine as well.

Ideas?

Is the region part of a province? If so, then infrastructure and food gets moved around within the province, which will impact the amount available (for good or worse) in that region.
