Why would Fort Monroe attack USA controlled ships?

This time it's Fort Morgan attacking their colleagues. Is this some kind of Army/Navy rivalry?
The fact that Chesapeake Squadron is up in Hampton Roads doesn't seem to stop them.
Just to clarify, both Fort Morgan and Chesapeake Squadron are both controlled by USA.
