PBEM won't end

Hi, all other human players are defeated but the game does not end? 2 players have not surrendered but I'm the only human player with any regions.
AFAIK a MP game will continue to run until you reach the turn limit or you are the last non-surrendered human.
That also means it will end immediately if you are the last human. That bit me because I wanted to continue to play.
