I'm playing as Rome (about turn 57) and Syracuse continues to ask for Trade deals: asking for alliance, then asking for Full Cooperation, then alliance. The Alliance dragged me into a war with Carthage. I sent Troops to Syracuse and the following turn Troops were thrown out because Syracuse wanted a Full Co-Operation treaty instead even though they were STILL at war with Carthage. Through all of this our Relationship continues to improve.
