commanders moving to BG in manouever

Can a commander move to a BG at the start of the manouever phase and influence a CMT made by the BG in that phase?
See p43 bullet 4 - whether a commander is in command range or with a BG is determined at the start of the phase, and if he is with a BG when it tests must stick with it for the whole phase.
As usual, FoG is set up to reward planning a few turns ahead.
