What is the mechanic for having your in supply artillery return to their full power and able to conduct direct fire again?

One full turn of immobility.

Yeah, what Bruce said. But: One turn of "immobility" restores just 7 (out of 10) efficiency points. In some cases you may need to rest the arty piece for two turns or stop shooting when efficiency reaches level 3 (it's what I do usually).
