No MP email notification for new turn when one times out?

I've been playing in the Field of Diplomacy: Winds of Change multiplayer game. On turn 16, I didn't receive an email notification for the new turn and after asking, nobody else admitted to having received one either, nor did I receive one for turn 17 (the latest one). I can't say for 100% certain, but based on checking who had put in their turn from the MP menu before the turn timer was due to expire, it is likely that both turn 15 and 16 were ended by the turn timer with at least one player (Sarmatia) idle.
I checked the turn notifications I received by email, and the ones for the first few turns of the game were missing. At that point, the turns were likewise timing out, because one player (Syracuse) had signed up but wasn't yet available to play. Based on that, I believe the MP server may be failing to send turn notifications for new turns whenever the turn ends because of the turn timer rather than because all players completed their turns.
