Hi,

playing as Skythia I had the decision to seize merchant ships. I have a harbour on the Black Sea and anchorage on the Caspian Sea.
Of course the ships ended up in the Caspian where they are of not much use.

IMHO all else being equal the fleet should have appeared in the Black Sea.
Given that harbour > anchorage that is another reason that it should have been Black Sea.
At least only the Caspians are angry at me and not the Blacks. But I guess that was random, too.

I agree it is unrealistic to not know which ships you decide to seize. More realistic would be:
1. having possibility to choose the port/region from where to seize ships;
2. keep it random, as you might not be able to pull this of anytime and anywhere, but display the result in the decision description, like "Seize merchant ships from RegionName".
