I've posted this problem on steam too.

Due to a low levels of culture/decadence ratio my nation (belgians) adquired aging tokens and became first old and then decadent. Being decadent, with 5 aging tokens more in the 79 turn I was expecting a civil war. Instead of this my nation has adquired an stable status and now I'm 14th in the culture/decadence ratio ranking (I was 60-70th in the previous years). This is not realistic.

Furthermore, for lots of years, I'm third in the legacy points ranking, with only one province conquered and suffering all the time problems with low culture/decadence ratio. I have 200 legacy points more than the fourth nation.

Could it be that you had a civil war and, because you had only very loyal (>75) provinces noone seceded and you didn't notice?

I've checked the turn before taking the fifth ageing token (turn 78) and all provinces are higher than 80 in loyalty. You are right.

Anyway, you can follow a weird strategy: once you turn old, you can forget culture and decadence in order to being decadent as soon as posible and return to stable. This mechanic is not convincent.

I think that if you fail struggling with culture/decadence (like my case) your nation should have a realistic punishment (civil war, a big rebel army in one region marching to your capital, or losing some regions).
