Playing Rommel at Normandy 1.4 as the Germans, and I can read the American and British messages to each other that are sent to #allies, even though I am not one of their allies.

Slightly OT...
There's an issue with the old Rommel version, at some point the German resource income is set to 5 instead of increase it by 5.

It's worse than that. I can read the enemy's direct messages to each other.

This multiplayer scenario is NOT an Official multiplayer scenario, it is an USERMADE multiplayer scenario => the first hypothesis is that it is a
SCENARIO DESIGN BUG and NOT an Official bug.
I don’t know anything about multiplayer scenario but it seems to me that there is an apparent bug (?)

I did not know that you need to put a single faction into a team.
But it may be that this causes the issue.

Looking at the Official scenarios, it seems that it depends on the cases: Human or AI player.
Case n°1 = 2 players:
With only 2 players, it is not necessary to make teams since it seems logical that it is one player against the other:

Case n°2 = 3 players:
This case is very similar to your scenario, but the 3rd player is not human but is controlled by the AI.
In this case, as in your scenario, I think the third player(AI) who does not have a team is able to see the messages of the 2 other human players but since it is the AI, it is not important that the AI can "see" the messages of the 2 other human players.

PS: it would be necessary to test to be sure
