Slitherine

I have been playing (and loving) OOB for some time but a few days ago it stopped working. The initial screen comes up but when I select "Play OOB" I get a black screen only. Directx and drivers are all up to date. I just downloaded the latest version 8.1.0 and installed it but there is no change. Any suggestions?

As nothing was changed in the game in the last few days, I'd suggest you may want to investigate whatever it is you've changed on your PC's configuration at that point.

Additionally you may want to try the following "standard procedure":

Delete the Settings folder that can be found in the Windows documents folder at:
...\Documents\My Games\Order of Battle - WW2
Run the game and check if the issue persists

Having done nothing else recently I deleted the folder you suggested. It worked. Dang, I was about to finally win the initial Sandstorm scenario and now it's gone. Well, you can't make an omelet without breaking some eggs.
