All versions: Buttons move out from under mouse

There are buttons to step forward and backwards through regions and provinces.
With provinces this is problematic, since the location of the button depends on how many regions are contained within the province. So, if you thought you are going to quickly cycle through your provinces and review them; then, think again, since the buttons jump out from under your mouse.
