I am not sure I understand well a statement in the manual :

"Resources are available if they are naturally occurring, manufactured or traded into the region or one of its neighbours"

Does this mean that if I I need a ressource in a region that is out of trading range but the neigbouring region have this ressource in its trading range I would be able to import this ressource ?

There are subtle differences in needed and bonus goods, and import of goods out of trading range only works for the building asking for it and paying a steep price. So general rules have exceptions.
