In Porikos found a camp with centaurs with option to hire them but hire options are greyed out.
Actually I'm not sure what kind of hire it is. If they're hired like mercenaries, I suppose it is the bug, as I have enough of resources. But if it is permanent hiring it's OK as I have max supply limit.

if you have no command points left, it't not a bug as you have no where for them to go as a wild guess, but could be wrong, wouldn't be the first or last time, so you may need to wait and see what the devs have to say on a reply to be sure

That is actually a bug on our end and fixed for the next patch.
