Percentage modifiers of 'base convert value'...but what is that value?

Hi,
Quick question about buildings/leaders that increase base convert value by x%...where can I find that base convert value? Is it a percentage (like say 10% percent chance that each year 1 pop unit in each region will convert) and the modifiers will simply add to that percentage chance ?
And related, what are the benefits of trying to convert other ethnicities ? I'm playing Dacia and I noticed that the Balkans (my main ethnicity) have a higher productivity value than the Greeks for example. Does this mean that if 1 greek population unit converts will to Balkan it will start producing a bit more food/infra/gold/culture? I'm also assuming it will also have a lower Unrest value, which should help with the region's loyalty...correct ?
