Is there a list like Grognerds Tier Guide that lists the requirements for different buildings? And the RNG 'weights' that they have to appear?

There are some that never come up, even though they are listed as available. And I've rerolled many, many, many times. And there are only two or three other chocies, so it is not like there are all that many other choices.

Do you have the requirements met for the ones that aren't showing up?
3 Tier I for Tier II (by type)
6 Tier II for Tier III (by type)
Trade good(s) that is needed.
Building(s) that is needed.
If you do, and its listed... keep reshuffling...

First thing is to see if they are listed or not. If they are, it is only a matter of time, luck, reshuffling and such.

if they are not, the two common causes are:
- not enough buildings of the same color
- no road and you need one

Then there are a few others cases, like wrong terrain (farm in desert, swamp draining and you have no swamp) but use common sense here...
