Halftrack vs truck

I may have asked about this earlier.
Anyway, it is still bugging me
Why can't the German half-track attack an enemy unit in a truck?
It can fire at infantry on foot. Shouldn't make a difference.
Is this intended?

Truck = mechanical
SdKfz 251 vehicle attack = 0
