Attacker-Defender Error?

Is this correct?
An enemy army is besieging your fort. You send in a relief force from another region, however, the combat has the besieger as the attacker and the relieving force as the defender.
The besieged friendly forces did not sally out.
According to the rules,
The defender in a battle is the side with the biggest number of units not having moved this
impulse (the only exception to this is if the defenders have sortied from a besieged city)
Well, there was no sortie but my "attacking" relieving force was designated as the defender, which I believe is incorrect according to the rules above.
