Question about sieges by multiple nations

Lycia and Seleucids are at war. I am not allied to Seleucids, but I declare war on Lycia. I move in and siege. The next turn a Seleucid army moves into same region and also start sieging. The turn after, the city falls and Seleucids get the region.

My questions is what determines who gets the city? My army was larger and I was there first.

I have a similar question....

Two independent countries both invade a third country's region, what determines who gets the region?

In case of walled cities, the army which assaults (and wins) will gain the province. So make sure to assault as soon as possible.

In case of non-walled cities (or when the garrison is starved to 0) I can only presume that it is whichever faction's "turn" was first. This can be really bothersome and requires extra planning.

This is also problematic if you want to defend any allied territory as you might end up arriving the same turn but after your common enemy conquered your ally's region. In the ensuing battle you win and take over the region for yourself.
