So health bonus has a ceiling: 65%.
I don't know that until I have constructed all health care buildings which adds to 117% plus 5% healthcare regulations buff.
Now I will tear down some for other structures.

I have to tear down 7 healthcare structures in only one region.

Indeed, that would be too much for the pop growth otherwise.

In the next patch though, this limit won't be used for events using healtcare, so pop boom, and countering plagues and epidemics (which will be nastier for bigger cities)

But you get other benefits from healthcare buildings such as the hospital - improved recovery from wounds (never seems to be in the right place to do this though); sewerage - a free extra slot, etc
