If your nation is overrun by brutal barbarians and it disappears into the trashcan of history, can you switch to another nation within a multiplayer game?

As far as I know, you are not allowed to change in MP during a game.

The only way to do this is (with the permission of the other players) to choose a second nation......ideally the other side of the map to avoid "helping" the second choice....otherwise it's permadeath I am afraid

Unless I’m missing something there’s no way to become a new faction after an MP game has started. Though I understand that this is under future consideration. You can start an MP game controlling multiple factions, but that has to be established during initial game setup.

Switching nations sounds amazing, acting as a leader your dead makes you switch to another nation that gets a new leader. So you play in the same game from different angles. Adding all scores for an endscore. It's probably just daydreaming.
