Can I end 'Homeland Movement' without ending all agreements?

Hi Again

I have multiple agreements with a neighbor I no longer trust. I tried to end homeland movement with diplomacy but 'they refuse' and the supposedly friendly movement inside my territory continues... :(

I'd like to be able to stop them without canceling everything or staring a war.

Hello Jack,
it is not possible. You should think about the list of agreed treaties as something like "current agreement". You cannot just pick the cherries. If you are not happy with the the overall status, you can propose changes (which you probably did) or cancel the whole agreement.
It is kind of similar to current Brexit negotiations - you cannot have free movement of people when you don't agree with the overall immigration policy.
