Slingers and javelinmen "out of arc" although standing close enough

What's the reason for the game to not allowing the slingers or javelinmen to shoot at the different enemy sections although they clearly are within reach? Does the reason for this have anything to do with the fact that they both are standing in the marshes? I wouldn't believe it has anything to do with it because they have been able to shoot at enemies from within the marshes before.

Units have a 45 degree arc of fire from the direction they are facing. As it says in the tooltip, the units you are trying to target are out of arc. (Not out of range).

But couldn't they just turn and shoot? There's not even that option for them.

The slingers are out of AP. The javelinmen are in the ZoC of the enemy javelinmen. So no turning.

I actually now don't remember whether I moved them first. That could maybe be the reason.

You can see they have 2/12 AP left from the screenshots.

Oh, yeah.
I haven't played for a while and totally forgot about AP and units sometimes getting locked by other units.
Thanks for reminding me about those things.
