Is there a tech tree somewhere that shows what the tier I, II, and III builds are, and what the requirement are?

There isn't really a building tech tree, because most of the "trees" are rather sparse and separate (ie, Farm -> Large Farm -> Plantation). There is my Steam Guide, however, which notes what structures lead to and from what:
