Slitherine

I am seeing a rebel fleet move onto land and sieging the city of Laciburgum of region Suevus, Germania Orientalis. The fleet sieges the city until the garrison starves and then moves away. I moved an army into the region but could not fight the fleet. The rebel fleet has sieged the city several times now.
