Enemy units surpressed at turn start

As there is no general forum or questions forum, I have a game-play question that ill just put here.
Playing through the game and I keep seeing enemy units surpressed at turn start.
The manual on suppression and how i understand it to work normally does not fit with this happening. Anyone know what this is caused by?

Which scenario(s) are you playing? Some scenarios are designed with units that are suppressed or low strength at the start.

You can set suppression, ammo, fuel and strength (maximum strength and current strength) in the scenario editor.
It's used in the first Polish scenario in DLC39 and in the start of Minsk 41, where units are understrength or have no ammo.
You can also script an event that suppresses units or changes fuel, strength or ammo in game - eg capture a supply dump and nearby units get ammo and fuel boost, and could for example have a script that suppresses all units when an enemy HQ or commander is destroyed. SInce I hadn't thought of doing the suppression script before, thanks for making me think about it!

This is mid battle, not the first turn. Units will just begin the turn surpressed. I am not sure about this, but I think i have mostly seen it on artillery.

Are they (almost) surrounded by enemy units and were they fully suppressed the previous turn?
Would you maybe have a screenshot, please?

Another possibility is that in-game reinforcements come suppressed.

Depending on the settings in your gamerules file, reinforcements to units that were damaged in the previous turn will be suppressed.

Im using default settings, its prob what was said about it being reinforcements.
I added a screenshot as an attachment but is not showing up in the post...
