Why are the units of my ally scattered everywhere?

Those little units in several of my Roman regions are units of my Ally. Why are they spread in little penny packets all across my empire? Is this a bug or is there some reason I am missing? Thanks!

Saw that too Dev said it should be fixed.
But what bothers me more is that allies are totally useless when at war...

One thing I want to bring up is that when ally lost all territory its army still wandering in my territory. Not any little intention to strike out to gain itself a piece of land from any weak enemy we shared.
