Am I Meant to Lose a Region to Slaves Even if I Defeat Them?

Multiple times now, I've had a slave rebellion in a region in which I have stationed a strong garrison. The garrison has defeated but not destroyed the slaves (they have a unit or two that survives the pursuit phase of the battle.) But at the start of the next turn, the slaves have taken control of the region.
To be clear, this is not a situation in which I lose the initial battle, and later in the same turn another army moves in and wins a field battle without assaulting. I've won the initial battle with the slaves, no follow up battle occurs, and I lose control of the region.
Is this supposed to be happening this way or am I experiencing a bug?
