Are there Penalties for not providing emergency aid?

Hi again,
I'm playing as Ptolemy and have captured several mines and Seleucid buildings near the Empire border. I'm reluctant to spend the money to repair these structures until the border stabilizes. Are there any penalties, other than their lack of production, for not fixing these buildings?

Hello jack54,
it is very wise to wait with reconstruction of buildings till it is clear that you will be able to keep them. Apart from lower production (if mines are not repaired) or zero production (when they are broken) there is no penalty when you leave them unrepaired. Furthermore if you repair them and they are captured by your enemy again, enemies will capture more resources from your stockpile when it is repaired or at least when emergency aid was provided. Basically the better the state of captured mines/quarries is, the more resources is taken.
With cities the situation is different. If you don't repair them or you even refuse to provide an emergency aid, people will flee the city. This does not only lead to emigration (and decrease of your citizens resource) but also increases the unhappiness in those cities. This also increases the chance of unrests.
