Hi dev, thanks for the amazing game.

About moving provincial capital, the user manaul states : "If you wish to move this, you can disband the existing provincial capital (this will taket hree turns and incur some loss of loyalty) and then a new provincial capital will be created in the region with the highest culture output.” (p47) But after patch 1.02, it seems provincial capital won't move to highest culture output region, especially when said region has lower population. Are there any hidden rules or is it a bug?

On turn 71 the provincial capital of Nabatene was ready to move from Themuditia. The output of culuture there was 12.


Meanwhile Nabatea was generating 35 culture and was the highest in the province.
Howerver, at turn 72 the provincial capital was still created in Themuditia, instead of Nabatea.

I would need a save, I tried to reproduce the issue using Epirus on T1 and all is working fine.

I confirm I've seen the same issue playing sparta and forming Macedon province. The province capital formed in the wrong region with lower output, and even after disassembling the governor's building, it formed in a third region with even lower culture output! Didn't report it cuz was lazy...
