Charcoal pile penalty wrongly calculated

If you don't have wood, you'll have a negative income of -6 money, but once it's built you have a positive income +3 money. The -9 penalty of importing wood is not taken into account.

It is netted with the 3 gold income.

I think it is taken into account in terms of the overall revenue for the province. Confusing potentially.
