Province Capital

How can we determine the capital of a province which we don't possess? For example, the Sarmatians have 3 of the 7 regions of the Hierasia Province. However with Fog of War in place, I don't know which of the remaining 4 regions is the capital of the Province. Which of those 4 regions controlled by the Germans is the capital of the province?

problem is it is situational and will depend on how the province was formed.

In this case its available once you have 4 regions and (I think) goes to the region with the highest culture production. But every time that province is formed, it could be from a different group of the 4 regions?

I believe the only way to be sure is to check each region for the "Governor's Palace" culture building. If you can't see this due to fog of war, you can't really be sure.

Be aware that the province capital isn't fixed. As long as you control more than half of the provinces in the region you can create the province. In your example, the Sarmatians could take any of the German provinces, and the Germans would lose the province control, provincial unit, resource pooling, etc, and the Sarmatians would have the option to create the province. The capital would be whichever region is outputting the most culture for them.
