Absorbing a Client state ... how?

I'm playing mighty Rome, and have several client states (Syracuse, Boii, Illyria, ...).
The Manual says that an option to absorb them exist, but I never got it ...I send them money when I can, relations are in the 50+, maybe they have to be even higher ?

If you own regions on them on three sides I know there is a 10% chance per turn they will hand over a region to you but as for assimilation relations would need to be higher than just 50% .

No way to encircle Syracuse, and relations don't change much even with lots of gifts ...plus the 15% they give is smallish (like 5-10 gold/turn).
It's simpler to cancel the client status and just conquer them !
