Quick question. Couldn't find in the manual. How long after you capture a region until you can build in it?

Immediately, but at first the production is very low because of unhappiness over the occupation.

The only reason you maybe are unable to build immediately is if the population is insufficient as it does not exceed current buildings in the region. Once pacification is over the population will start to grow and new buildings can be constructed.
