So, i'm Rome and i'm at empire and 7 provinces but haven't gotten any kind of military reform. Here's the save:

I checked the save. I think it's part bad luck, part of a side effect of the decision system

You can have the Marian decision, with a 22% chance, if you can get new decision
It can trigger (I verified the conditions)


Now, can you get new decisions? You will only get new decisions if you don't have too many. Very few nations can get past 6... And you have 9, 4 being Periplus you can't activate!

So for now, try to use up the others decisions, so that there is some room for the Marian reform.
In the next patch, I'll make sure Periplus are less frequent.

Yup, I got both the reforms to come out after a bit, and then my country descended into multiple civil wars.

They will be spaced more in the upcoming patch.
