In the manual says 50 %, but It's not updated. In the game you need at least the 51 % of regions. For example 5 if a natural province has 9 regions or 4 of if a natural provice has 6.

but more than half it's still a big difference with just 50%, for me 3 out of 4 regions it becomes 75%

it reinforces the difficulty

If the natural province has 10 regions, you need to control 6 (60%)
If the natural province has 4 regions, you need to control 3 (75%)
If there should be a natural province with 2 regions, you should control both (100%)
