When do you have the chance to get SE units? What types are available? How many per year can you have? This info is readily available for the German Grand Campaign but I haven't found it for this campaign.

I've played some of the SC campaign. I know you can get SE units, but, I don't know what the limit is. It's probably at least 3. I've seen tanks & infantry IIRC.

I haven't played it all, but just received a third SE (KV-1C) unit at the beginning of Korsun-Cherkassy Pocket. I've got one about every 5 missions or so (the Pocket is the 16th). The others were before Smolensk (T-34/40) and 2nd Kharkov (mountain infantry). However, I disbanded the infantry as a 0 experience infantry doesn't last long, although it would probably be useful in the Caucasus scenario. You can also get one of either an SE Tiger I (you need to capture it in Sinyavino Offensive) or a SE FW190A (for taking a German airfield in the Caucasus) depending on which route you take. So I've got the Tiger and 2 other SE tanks (received the usual way) after 16 scenarios. I would guess one would probably end up with 5 total by the end. Unfortunately, I make very little progress during the spring/summer/fall so I won't find out for quite a while.
