In the upcoming MP game, I have a deal with someone that includes them giving me regions. However, the manual doesn't mention the ability to give regions away in it, so I'm wondering two things.

First, is there just no "give region" diplo option in FoG:E?
Second, if there isn't, how could I work around that to get the regions from him without war?

its not

do a deal around a short term war, they attack, take the regions, agree a peace.

I've done this in the beta MP tests to resolve some issues - of course you have to trust your ally

Just one idea

give a region will win the relationship, but we should lose the Legacy in return because we lose prestige by giving up a province, so the player should always have to weigh the pros and cons

what do you think of :

x building level 1 = +1 relationship / -1 legacy
x building level 2 = +2 relationship / -2 legacy
x building level 3 = +3 relationship / -3 legacy

x slaves non-ethnic of the receiving nation = +1 relationship / -1 legacy
x Slaves ethnicity of the receiving nation = +2 relationship / -2 legacy
x citizens non-ethnic of the receiving nation = +3 relationship / -3 legacy
x citizen ethnicity of the receiving nation = +4 relationship / -4 legacy

Relationship gained should depend on the richness of the region. Relationship should drop, if the region is poor and prone to rebellion. This is going to cost the recipient a lot of time and money. It's the equivalent to giving the king a "white elephant".
