how to mod faction flags icons ?

The manual is good in that it gives some tips on how to mod various features but makes no mention of how to mod faction flags + icons. I'd be very interested in a brief description or even tutorial of how to do it. Also wondering in a steam workshop will be created for mods ? Thanks . Lookig forward to July 11 - more than Christmas!
