Fragmented Cavalry Charges

Twice now I have observed a fragmented cavalry unit (Unit A) charging a enemy. On both occasions it was because the unit (Unit B) the fragmented cav (unit A) was in melee with, was in turn routed by another friendly unit thus causing the fragmented cav unit (Unit A) to pursue. on the pursuit, however, the fragmented cav (Unit A) saw opportunity and then charged a different enemy in the rear/flank.

My understanding is that fragmented units may not charge. Is this a deliberate exception?

My understanding is that this is a deliberate exception. It was the same in Sengoku Jidai and Pike and Shot.

Was it possible that it just rallied on the turn start before the charge?

It is a deliberate exception. Their enthusiasm while pursuing routed enemy is assumed to temporarily overcome their reluctance to charge.
