Mine connecton question

I have a gold mine on Crete. It is connected to Gortyna by a paved road and a Blacksmith across the sea is within three squares. When I right click on the mine and then hover over either the city or the blacksmith I get the following message: "Goldmine (1) can be connected to this city/blacksmith but the connection has to be improved."
1. The mine is already connected to the city in the adjacent square by a paved road. I'm uncertain how much more improved the connection can be?
2. I remember reading in the manual that blacksmiths can not increase production in mines which "are across the sea."
I would appreciate any enlightenment!
