S.O.S. -- PBEM Game save not advancing to opponents turn

Currently swapping email .PST files for a PBEM in progress
Have PBEM enabled. Copy the save file to the SAV directory from an email. Load the game and make moves. Go to save the game as the Soviet player (I have PBEM enabled at the bottom). Save the game and exit. Copy save and send the file to my opponent. He says the game brings up my password prompt not his.
The game does not advance to the Axis turn! It stays on the Soviet turn. When I go to load the save it prompts my password not the Axis password. No matter what I do I can not get the game to advance to the Axis turn.
Have reinstalled WIR twice. Did notice that there is 'GS on' which I haven't noticed before.
