Chariots receiving impact POA in non-open track terrain

I have noticed heavy chariots receiving their 150 impact POA in non-open track terrain. Attached is a screen shot in which 2 chariots impact with both on track terrain. Is this a bug or am I misunderstanding something?

Tracks are treated as open terrain.

I have been playing 6-7 months now with the assumption that tracks were not open terrain. I just finished a game against the Lydians in which a substantial portion of my army was aligned with tracks to counter those Lydian Lancers. Thank goodness I noticed that business with the chariots. Well, now I know better...

Tracks are paths (or minor roads). They actually turn Forest, Rough or other non open terrain into open terrain if they go though it.
