Cannot download 7.1.6 update

I have tried to download 7.1.6 update from the check for update button, but the download is so slow that it is impractical. I do not have continuous internet access where I am at so I cannot have it downloading for more than one day. usually I keep it connected overnight and have downloaded a 9GB steam file overnight, so my internet is not too slow. I have tried to go on the members site to manually download and install the update, but for whatever reason my account does not register that I have the base OOB game so I cannot download updates, even though I have ordered it multiple times, I never get a key for the free version to register the game.
