Fragmented troop movement

I have a fragmented, undrilled heavy foot unit isolated in rough going. He is unable to move forward yet has the option to retire. Moth moves continue to rough going. Surely a retire move should be more difficult than a forward move?

So why did it happen? In the same game a fragged MF archer in good going cannot move one square forward up a gentle slope but can retire?

For normal movement a Fragged unit has its AP halved. As its AP is 10, this means it cannot move diagonally (which costs 6 AP in the open), and because it is out of command range it doesn't get a free 45 degree turn to move orthogonally. A non-unmanoeuvrable unit in command range would have been able to move forward orthogonally.
Halving the AP of Fragged units was mitigated for Fall Backs because otherwise they would never be able to do it at all.
I will give some thought to harmonising the two.
