+2 City Radius & Higher Pop Limit - UPDATED-1.3.4

Here is a little mod that allows for extra tiles to be added to your city from the start & adjusts the HQ building to allow for a higher pop limit of 9 instead of 6.
This works really well when playing on Low or Very Low Land Masses due to limited terrain being available for the initial city ring.
