[Gameplay Bug][capped AI repairs with higher difficulties][New]

I don't know why I didn't think of this as a "bug" before: even with higher difficulties, the AI should be able to repair to full health - depending on the difficulty setting. Right now no AI unit can repair beyond 10 HP.
Also, but I'll leave it open to discussion: AI factions that are allied to the human player should not have HP > 10 with higher diffulties IMO.
