Why can my Theorophoroi not retire i.e. move backwards one move? The irregular foot unit behind and to its left has just done so.

Did you use a free 45 degree turn before that?

No unmoved it still has 10AP's left. See the picture. This is not the first time that an unmoved unit cannot move without being pinned and with all its AP's left. It normally happens in the midst of large combats.

If you used the free 45 degree turn provided by general the AP would remain unchanged but you would not be able to Fall Back. Not sure if that's working as intended but it could be the reason for your situation.

It is. The free turn does not cost any AP but does count as moving.
