In Pacific War and Rising Sun, if Long-Distance movement is executed before any destroyers not using Long Distance are moved, then those destroyers can neither move nor attack that turn.

It's not a bug, rather a weird game mechanic if you use it like that.
Basically you hit the "end turn" button to use the long range movement and all DD execute their sonar ability when not moved and the turn is ended.

Gotcha. So never use long distance movement if all destroyers have not moved and attacked first. Flawed mechanic.

I didn’t quite understand what exactly this "bug" is but I think it may be the same problem as the one discussed here:
